Starting with Windows 7, at one point, shut-down is a sort of hybernation, so the behavior you are reporting should not occur. This behavior may however occur at computer restart.
Please open BullGuard, click Support from it and press Send Logs. I will have a look at them and escalate to get a more definitive answer on what happened.
